How do I know if a timestamp is in milliseconds?
Millisecond timestamps for recent dates have 13 digits, while second-based epochs have 10. If your number looks roughly a thousand times too big, it is almost certainly milliseconds.
Why does JavaScript use milliseconds?
The JavaScript Date object measures time in milliseconds since the Unix epoch, so Date.now() and getTime() return ms. Dividing by 1000 (and flooring) gives the classic epoch in seconds.
Does this preserve sub-second precision?
